Lisbon man charged with harassment after punching another man

St. Lawrence County Sheriff's Department deputies charged Richard A. Hobkirk, 55, of 15 County Route 31A, Lisbon, with second-degree harassment stemming from an incident on April 3. Deputies said they responded to a dispute at 1226 County Route 31 in the town of Waddington for a dispute complaint.

A Chase Mills woman was arrested Wednesday afternoon following a burglary first reported to Massena-based state police on March 17. Amanda Welcher, 30, was charged with petit larceny and released on an appearance ticket returnable to court at a later date, troopers said.
