Two facts:(1) With 15% unemployment homelessness is unavoidable in most cases.(2) Homelessness is illegal.
One of these facts cannot be change at will, the other can. These people are not going to simply evaporate, therefore they will remain defined as "criminals" and be continually harassed until society makes it possible for them to legally exist.
