On Tuesday, December 27, 2011, Kentucky State Police Detective Matt Wise charged 42 year-old Jeffery D. Vaughn of Owensboro with ten counts of Sexual Abuse 1st Degree and ten counts of Unlawful Transaction with a Minor 1st Degree .
