Registering to Vote in Municipal Elections

I have been told by certain friends, family members and neighbors that, when asking about registering to vote for the April 7 City elections... That last question is rhetorical, of course. I am curious to know if others have had a similar experience. If so, please discuss it here.
After noticing the excitement that people are finally beginning to show as we look forward to new leadership of our city government, I began hearing a variety of folks saying that it was no longer possible to register to vote in municipal elections. I had thought differently; so, I looked into it.
If anyone can help me to substantiate what others have told me (but have failed to document), we'd be doing a good thing for Thayer. Please help me to identify what the source of the confusion is.

What can a person do when a relative (who is deceased and cannot presently defend herself) has been attacked using the local news media (both print and television)?
In this case, the person decided to draw it to the attention of bloggers who wanted to know more than the television or newspaper reporters (who reported the stories) wanted to know. Quotes may have been made prima facie, without verifying with other sources (e.g., living relatives of the deceased).

A Mysterious Past - W. J. Barrett - Topix
An intriguing thing happened on the way to the forum. A topix poster claimed to have information about the mysterious and untimely death of a resident of Thayer.
While reading his posts, many thoughts crossed my mind. This person is just a young'un having some fun. Maybe it's a person trying to cause someone grief (i.e., ulterior motives). But, I couldn't let go of the feeling that this person was persistent and seemed to yearn to have someone listen. So, I thought, what harm could there be to that?

Residents Express Themselves Online!
The recent ice storm, which resulted in President Obama signing an Emergency Disaster Declaration for Missouri, sure took its toll on the residents of Thayer. But, while folks are yet cleaning up and restoring their lives to normalcy, they are becoming more aware of a scheduled activity on the horizon.

License office penalties waved for ice storm victims
Penalties normally assessed for late transactions at local license offices will be waived for customers in areas hit by ice storms, according to the Missouri Department of Revenue.
