Surprise writes off $232,000 in delinquent utility bills

After some slight wrangling at a recent city council meeting, council members voted to write off utility debts older than 12 months and set up payment plans for the past 12 months for delinquent Surprise residents. While some had not paid in many years, it was determined that not collecting on these had created an air of expectation of services despite non-payment and in this economy it just wasn't right to demand payment in full. Several council members acknowledged that the city was partly at fault for not collecting aggressively when they should have.
