Ex-Stockton officials offer their own theory for Marina deficit hike

Two former city officials said a substantial increase in the projected deficit at Stockton Marina was caused by project revisions proposed by Revitalization Director Dave Harzoff and endorsed by the City Council, not by a year-old cost analysis Mayor Ann Johnston called a "wild guess" and Harzoff said was flawed.
