If this Kim Peters works in a library and went to library school, then she knows that this is what happens in almost every library in the country. Of course there are a lot of items not checked out. However, I do have to say that Margaret Todd sounds a bit heavy handed and disrespectful of the librarians. Doesn't she think the librarians know more about their community than a centralized committee? There needs to be a balance.

the library's website states that there are 176 copies of Green Eggs and Ham available. Seems like plenty to me.

So why dont the libraries set up a computerized "swap" system. They could check the list of unused books of other libraries against what they need and swap. That way the books would not sit idle on the shelves and they would have the books they want. Are you aware that the original "swap" meets started that way? You have what I need, I have what you need. Lets make a deal. No money involved.
