Contractor pleads not guilty to accusation he didn't fulfill his work

Gary L. Lomax, 49, of St. Albans was arrested in November after complaints were filed with the West Virginia Attorney General alleging Lomax did not fulfill promises to complete work he contracted with homeowners.

Arrest made following West Side shooting
