A western Pennsylvania man who earlier won dismissal of criminal charges although he acknowledged that he drove over a fallen bicyclist and kept going almost seven years ago has pleaded guilty to a hit-and-run charge.

On Feb. 13 in Plumcreek, a pickup truck skidded off the road and plunged into an icy creek, trapping a small child, Carmen Bills, 4, of Shelocta, county official wrote on an Armstrong County Certificate of Commendation presented to the girl's rescuers in recognition of their heroic efforts and skill and resourcefulness.
