Judges rap parole board over Sausalito killer's appeal

A state appeals court has reluctantly ruled against a Sausalito murderer in a dispute with the parole board, faulting the parole system for trapping the inmate in a legal Catch-22. The court said "it may be necessary for us to act" if Bruce Cerny continues to be denied parole under existing practices.
