Jun. 20--CARLSBAD -- A longtime North San Diego County businessman said he'll start a regional airline offering a total of six daily flights to Oakland, Phoenix and Cabo San Lucas, Mexico, provided that authorities allow a 1,000-foot extension to the runway at McClellan-Palomar Airport.

Construction has begun on a seal coat project on Highway 25 east of San Lucas to 15 miles north of the Highway 25/198-junction. The project will require one-way traffic control: from 11:30 p.m. to 6 a.m., 7 a.m. to 5 p.m. and 6 to 11:30 p.m. Sundays through Thursdays and 11:30 p.m. to 6 a.m. and 7 a.m. to 1 p.m. Fridays.
