The elected officials in PV are volunteers and don't have offices. Each city on the Hill provides all city services for way less than the statewide average of $3 per resident per day--PV cities are around half that. Cities get only a small fraction of property tax for example.
Why don't you pick up a budget, read it and tell us where you think the "bloat" is and then we will all better understand. Until then comments like yours have no meaning.

Offices are over-staffed, and budgets are written by that paid staff without line item expenditures. Salaries for entire departments are lumped together without showing individual earnings. Elected officials are poorly advised by their bloated office staffers.

None of the cities on the Hill has even 100 employees. Added altogether the staff is a tiny fraction of the City of LA. The salary schedules are available for each position and the average per capita salary can be figured out by dividing department calaries by headcounts. In sum you remarks are just myth and not at all helpful to the discussion.
