With islands and othe bridges involved when widening the road there will always be a problem. Wouldn't it be easier to put a causeway from the east side of the Tower Park Bridge continuing to the west side of the Sacramento River. This would eliminate 3 bridges, sinking roads on the islands and would not bypass any towns.
