The process might have been backward and slow off the mark, but we finally got a well-rounded assessment of the use of cameras to enforce traffic laws.

It started with a fight at a child's birthday party and led to Lieber Correctional Institution for a Bluffton man who was convicted of causing a drunk-driving wreck that killed a Ridgeland woman in 2007.

The nine-page report, issued Jan. 13, is the product of a law the S.C. General Assembly passed last year to prohibit the use of photo-radar enforcement mechanisms to catch speeders.
