Funds sought for study of central water system
“The study will tell us how to handle the assets and liabilities of each jurisdiction”
County and municipal leaders are moving forward with a partnership that would establish one regional water system and consolidate the myriad facilities that now supply Harford's homes and businesses.
County Executive David R. Craig, with support from the mayors of the three municipalities, will seek a $300,000 state grant to fund a consultant's study of the regional water supply.
The research will focus on benefits, costs and drawbacks to joining the systems under one authority. Pooled resources will maximize the assets and save on operations and maintenance costs, officials said. Consolidation might increase the supply and contain development to areas with public utilities, officials said. Read more

Water treatment plant to get major upgrade
“So much traffic is a sign of vitality, and we want to sustain that vitality.”
A $7.7 million upgrade to the county's water treatment plant in downtown Havre de Grace should reduce operational costs, enhance the water supply and meet the latest environmental standards, officials said.
Plans call for a nearly 3,000-square-foot, three-story addition adjacent to the St. John Street plant, which draws its water from the nearby Susquehanna River.
The addition, which will take about 18 months to build, will house equipment that can dry the silt and other solids removed from the water during the treatment process. Read more

“The prospects are very strong for the project, but certainly there are still risks out there”
A Silver Spring company said yesterday that it submitted an application to build a $400 million natural gas-fired power plant in Charles County to provide electricity to about 600,000 homes in Washington and Central Maryland.
Competitive Power Ventures asked the state Public Service Commission to expedite its review of the project in hopes of getting it finished by 2011 - the year energy experts say Maryland faces rolling blackouts unless new power sources are developed.
Even if regulators rush the process, some energy experts see little chance the plant can be in service that quickly. If successful, the plant could be the first built in Maryland in decades. Read more

“All the additional systems have now transitioned off of ours.”
In the latest response to the impact that months of dry weather have had on water supplies, Harford County will change the source of its water supply this week from Loch Raven Reservoir to the Susquehanna River.
Residents should not notice any change in the quality or taste of their water but might see a slight increase in their quarterly bills, county officials said.
Starting Tuesday, water will be diverted from the river through pumps at Deer Creek for the first time in almost six years. Read more
