OSSIAN a ' The Town Council carried through on several items of business Monday night, including requiring a Rose Ann Heights resident to allow water to drain through his property, approving a deal with the state on new stoplights on Jefferson Street , and taking the first steps toward getting two abandoned houses torn down.
