After months of emphasizing agricultural issues, opponents of Greenbrier County's proposed comprehensive plan changed direction Tuesday night, telling the county commission the big issue is who framed the document.

Financial pressures are mounting in this city awash in red ink. Councilman David Smith reported Monday from the city's finance committee that some of Ronceverte's bills are going unpaid, the result of a $258,000 cash deficit.
