Onalaska man who killed friend in 1999 crash convicted of drunken driving again

An Onalaska man Monday received another 125 days in prison for driving drunk in May while on parole for vehicular homicide in a 1999 crash that killed a friend.

I think there is a difference in sentencing based on whether you kill an innocent bystander versus killing another drunk in your own car that made their own decision to risk their life. Anyone know for sure if that is correct or not?
