Two southern New Castle County residents who hoped to halt a residential development that will use the county's controversial Workforce Housing program won't get their day in court.

Nanik Oei, an owner of Papa's Pastry Shop in Wilmington, won the professional category of Delaware Technical Community College's third annual gingerbread house competition, sponsored by the school's culinary arts department.
