Bowl victory: Oak Ridge man cleared in toilet planter tiff

IN EFFECT UNTIL APR 1, 9:00 a.m. NW Blount, Knox, Anderson Oak Ridger William Terry on Wednesday, March 23, 2011, rests one arm on an old toilet bowl in his front yard that prompted the city to cite him for violating the city's property maintenance code.
