Navajo Council addresses lagging chapter certification

Only nine Navajo Nation chapters have earned Local Governance Act certification in as many years, a condition that is prompting tribal leaders to reignite interest.

The problem lies with the Navajo Nation Council, referred to as local leaders, whom have set bad examples over the years for the chapters. The current Council Delegates are uneducated and lacks legislative knowledge to lead the Navajo Nation. The Council have set bad examples and they are: how to misappropriate peoples' money; lavish spending on themselves; unnecessary travels to cities for their pleasures; depleting the tribal treasury; no financial assistance to their chapters; no new legislations to combat drugs, alcohols, etc.; micromanaging tribal programs into disarray; micromanaging local boards into disarray, disruption and corruptions.
Until the Navajo Council is downsized to effective number will we see some true progress.

No, no, no.
The answer to this issue is not downsizing the Council. Will downsizing the Council resolve ALL the problems the Navajo Nation has right now? Back the Local Governance Act issue.

We need to re-introduce the Local Governance Act to the citizens of the Navajo Nation.
If the younger, educated people get involved, all 110 chapters should be certified within 12 years.
A lot of chapter officers are uneducated senior citizens who are afraid of change.

Involve qualified younger people at the chapter level, and then things will move forward.

Getting rid of the worthless do-nothing council delegates is a good start toward local empowerment and local governance. The current system allows centralization of power in Window Rock, namely in the Council. Reduce the Council, Empower the people at the local level.

And why not use the money you save by cutting the size of the Council to be used to hire young and educated Dine' to work at the chapter level? Right now, most chapters have no vision and plan to move forward. They use the money they have to spend on the few people who go to the chapter meetings. They misspend the money by buying hay, feed, coal and wood for their chapter membership.

Power to the people. Why hasn't the Leupp Chapter been certified? Also towns like Crownpoint that have colleges in their vicinity? Why don't they have their students work on certification, they have access to the software available to make certification possible.

I think the problem of getting certification lies with NN government, not on the so-called "uneducated" Navajo. The majority of "uneducated" Navajos understand LGA and want it...I say this because I know many of them pushing for certification. Especially in Shiprock area.

""The Honorable Speaker Lawrence T. Morgan is pleased to announce that the 21st Navajo Nation Council will convene for a special session scheduled on Wednesday, July 16, at the historic Navajo Council chamber. During the session, members of the Council will address legislation that is time sensitive regarding the financial standing of the Navajo Nation.””
----------

Hear All!! The Speaker, Lawrence Morgan, does not care about Navajo Money!

Didn't Speaker Morgan convene a wasted Special Session on June 30th to try to fire the Navajo Attorney General? Special Council Sessions cost about $15,000+ each time. Why didn't Mr. Morgan address these financial issues on June 30 rather than meddling with the AG? I agree that reducing the Council is an effective way to control the finances of the Navajo Nation.

I believe that the purpose of the July 16, Special Session is to find out how much money is in the “grease bag” so they can empty it again. On the summer session agenda (July 21-25) is a legislation by CD Omer Begay asking for $6,000,000 from the “grease bag”(Unreserved, Undesignated fund) to be distributed equally among the 110 chapters ($60,000 each). For this to happen, the Council would have to again waive the Appropriations Act to get into the “greasy bag.”

All three branches of the Navajo Nation government needs to be reformed not just one branch. All the problems the Navajo Nation has is not one branch's fault.
Take a step back and look at the entire picture.
The Legislative, The Executive, and The Judicial Branches ALL need reforming.

LGA is not true local governance. Even under LGA, central hierarchy still rules such as certain simple, local issues still being required to be brought back to Window Rock for certain council committee approvals. Until there is true divesting of authority to local governments, the slowness in cerification will remain.
