The city won't require grocery stores to nickel and dime you if you shop in Mukilteo and use a paper bag instead of a reusable bag next year. Mukilteo City Council on Monday voted unanimously to change the city's plastic bag ban so that the law won't require retailers to charge shoppers 5 cents for each bag they use.
