By JOY BROWN STAFF WRITER MOUNT BLANCHARD -- Findlay is a watery "hole in the ground" and only residents foolish enough to live there should have to pay to fix flooding problems, one man claimed Thursday night at a lively informational meeting on the proposed Blanchard River Conservancy District.
