Arbitrator reinstates fired Shuman juvenile center workers
One of the eight fired Shuman Juvenile Detention Center workers who an arbitrator has reinstated said Allegheny County officials "messed up." "And they know they messed up," said Frank Morgan, 59, of Penn Hills, one of the workers terminated in June after they were accused of lying and not making overnight checks.
