Q. A recent column on homeowners associations sparked a question I have about dealing with an HOA Board that refuses to enforce certain elements of the association's covenants, conditions and restrictions, or CC&R. We have a parking issue in our once very pristine, empty-street, suburban single-detached housing tract in Mission Viejo, Calif.
