Fulton declares snow emergency
According to the latest spotter reports to the National Weather Service in Buffalo, 13.3 inches of snow had fallen in Fulton by 8 a.m. and 10.2 inches had landed in southeast Minetto by 7:15 a.m. It still was snowing heavily in Fulton at 10:15 a.m., Fulton Police Lt.
