As the Powerball jackpot for tonight's drawing hit $310 million, offering a record $193.4 million cash value, Delaware Lottery leaders urged players to do so responsibly. 'Lottery games are meant to be fun and entertaining, and we want to remind our players that it only takes one ticket to win,' director Vernon Kirk said Friday. While offering the top single-payment cash-out in the history of the multi-state Powerball, Saturday's jackpot is not the highest ever. The jackpot, which may be taken as a multi-year annuity for the full amount, is the fifth-highest in Powerball history. The Milton Historical Society will get all the $25 donations for haircuts with blow dries or manicures noon to 5 p.m. Sunday at Salon Milton, 517 Chestnut St. in Milton. The 'fundrazor' also includes a bake sale, a 50-50 raffle and silent auction, with refreshments available. Stylists John Potocki, Roi Bernard, Kathi Burke and Robert McGowan and manicurist Mia Miles are donating their services. For appointments, call 684-1880. Donations can also be sent to the Milton Historical Society, Box 112, Milton, DE 19968. On Valentine's Day, the nonprofit Friends of Wilmington Library will hold the sixth annual Wilmington Chocolate Festival at the Wilmington Library on Rodney Square. The festival starts at 11 a.m. Tuesday and runs to 2 p.m. or until the chocolate runs out -- whichever comes first -- as amateur and professional bakers vie for honors. Entry forms and contest details are available at the library's website, www.wilmlib.org under 'events' or by contacting the library friends at 571-7407 or friendsofwilmilib@aol.com. Friends coordinator Neda Green said the fundraiser's proceeds will go into a general fund used to support the library. Entrance to the festival is $1, and taste tickets are a quarter apiece.
