This whole thing smells of greedy developers getting more lenient regulations with the Regional water-quality regulators. If the South Bay were not so heavily over developed to begin with, the pollution would not be so high. The idea of putting these projects on hold is fantastic, but we all know it is only temporary until the standards are lowered. And as a taxpayer, I am outraged that my tax money is paying people to monitor water quality without any tools. This whole thing stinks.
Something, besides listing the cities involved, is missing from this article. Agostoni has given us the "who" and the "what", but the real "why" is missing.

The Judge is the only smart thinker in the crowd. Those who think water runoff can be controlled by taxation and punative citations, are not giving the water much credit. When it rains, it goes, regardless of some silly rule. It's not about greedy developers, it's about ever expanding Government. By the way, in case you havent't noticed, water runoff has been occurring for a few million years and the Oceans are still doing fine.

How dare a judge to consider if this agency is using common sense and reason. Agencies are almost all operating with complete disregard for cost benefit relationships in their zeal to fine and punish. We have been and will continue to be regulated into oblivion because these agencies have no accountability to the constituency they are saving from "harm".
