Simplisticaly - Not all money is the same color. In other words, the funding type that is used for capital project (<$1M) MUST be spent in construction etc. Auxillary , university services that support themselves and have business plans, funds must be used in Aux projects etc., etc...
Most university foundations compiment degree and non-degree programs that by their nature can not support themselves through tution or grants. Foundations took a beating in the markets therfore their support of other university functions also had to be trimmed. During these hard times the universities will depend on donations. Those donations come from "sky box" deals. if you take the cuts at face value, I know it doesn't make very much sence but please look at the entire picture! This is also the time to make cuts that many university's had been wanting to make but were not politicialy wise. Good luck and i am VERY supprized that MSU is cutting NOW. We have had to cut for the past 2 years and expect another 2-3. ugh!! We are doing more with less and the sad part is once people see what we have done with less they will not want us to expand again. |
