An inmate was charged with criminal mischief Tuesday after he damaged two cells at the Wayne County Prison, state police at Honesdale said.Shawn Rabert, 23, of Lake Ariel, broke two sprinkler heads inside two cells at 4:20 p.m., according to police documents.
