David W. Tomasello, a Lackawanna contractor and dumpsite owner, was fined $2.7 million Wednesday by State Supreme Court Justice John A. Michalek and banned from the garbage business for dumping more than 31,200 tons of solid waste without a permit on the dumpsite he abandoned several years ago.
