Deciding that a 10-year prison sentence is tough enough for a homeless man accused of puncturing hundreds of vehicle tires in the Hyde Park neighborhood, prosecutors struck a plea deal Thursday with Tommy Joe Kelley.

JONESTOWN, Texas -- From an old lawn chair to a piece of twisted metal to an old tire randomly scattered over several acres, trash is an ugly sight that's all too common when a lake dries up.
