Just north of the Atlantic and Kernan boulevards, Davis Development of Stockbridge, Ga., got its building permits for a 290-unit complex at 12001 Abess Blvd. Last year, Davis paid $3.5 million for 14.3 acres that was part of Sleiman Enterprises' Atlantic North development.
