In an effort to save time and money, Morrow County is switching to a video conferencing system that allows law enforcement officers to make video appearances before grand juries.

Authorities say a 15-year-old sophomore in Eastern Oregon told a staff member she'd planted a bomb in a restroom, but after the school was emptied, a search determined that she hadn't.
