A Virginia developer is proposing the county convert the currently vacant North Hill site in Hybla Valley into apartments housing 204 families, 9 percent of which would serve low-income residents.

Two commercial burglaries occurred in the Mount Vernon District in the week ending May 9. The first was reported at 7:02 a.m. May 3 from 7940 Richmond Highway in the Hybla Valley area.

Gloria McMillan, 32, was arrested and charged with felony hit-and-run in the death of 21-year-old Shelinda Arrington.

Police have arrested Gloria Alfreda McMillan, 32, of Hybla Valley, and charged her with a felony hit and run that left a 21-year-old woman dead Friday on Harrison Lane , according to a Fairfax County Police Department news release.
