The City Council agreed Tuesday to hold a public hearing and vote on a proposed ordinance raising sewer and water rates by 4 percent in the new fiscal year starting July 1. Mayor Mayson Foster said the city has not increased its sewer and water rates since 2008 even though costs of operating the utility systems have risen considerably since then.
