Pet reuniting with owner ends tensions

Tinkerbelle, held by Cindia Witherow in El Dorado. Tinkerbelle and Witherow were reunited after two years by Tom Wright, owner of ICL Blood Bank in Corning.

The shelter management admitted they had made a mistake, that is why some of the dogs were returned. One wonders what is the nature of this mutual friendship. Can't beleive that the dog wasn't checked by a shelter for a micro-chip.
