Gresham volunteers with We Are Oregon work in a new Rockwood community garden on Southeast 162nd Avenue near Stark Street.

Gresham officials are banking on a positive outcome in their court appeal to increase utility licensing fees in the 2012-13 budget, hoping to add $2 million to the city's strained coffers - a drop in the $343 million budget, but the only new revenue officials found for this fiscal year.

On Monday evening, April 2, the public had an opportunity to approve or reject design elements of the coming Rockwood Public Safety Facility, a $5 million project to house police functions in the notoriously high-poverty, high-crime Rockwood neighborhood.
