Revolt begins in Independence

The Highlands revolt has begun in a place called Independence. The Warren County township of about 5,700 is the first in the 88-municipality Highlands region to pass a resolution refusing to conform to the master plan in the preservation area, where compliance is required by the 2004 Highlands Act.
