What is “a few?” First of all, we have to keep in mind that this is an internal investigation. That is like me reviewing myself for a pay raise. Here are some points I would make:

99 citizen complaints over 17 months average 1 every 5 days!

It is reported that only one percent of all calls resulted in citizen complaints or officer misconduct. Is one percent a low fraction? What if I crash my car one percent of the times I drive? If I drive twice each day I would have an accident every two months or less.

I believe that the facts in your report reveal that the level misconduct is too high in the GJPD.
