Lake Erie Regional Health System of New York -- which includes Brooks Memorial Hospital in Dunkirk, Lake Shore Health Care Center in Irving and the TLC Health Network in Gowanda -- has signed a letter of intent to enter a "strategic affiliation" with the Erie hospital.
