Lake Oswego property owners who pay for recreational and boating access to the 415-acre lake at the heart of the city say they are determined to keep the water off-limits to outsiders.

It's a sunny day in May, and Dorothy Sawyer's front yard on Southeast Fairfield Street in Gladstone is a hive of activity.

Sgt. Adam Phillips, Clackamas County Sheriff's Office spokesman, said 89-year-old Owen K. Gotchall was parking around 11 a.m. at The Springs at Clackamas Woods, 14404 S.E. Webster Road, around 11 a.m., where he lives in one of the apartments.
