Gettysburg College student competes in Miss Pennsylvania

Lexie-Olivia Grant's big goal for the summer is to get a Pennsylvania driver's license - that is, after she competes for the crown in the Miss Pennsylvania pageant.

How can a person from Utah, compete for crowns, represting PA? I know she is a student here, but is PA here year round residence?
