Good Question: Why Don't We Prepay For Gas?

After several stories about people stealing gasoline by driving off without paying, WCCO viewers have a simple question. Why isn't there a law to require all consumers to prepay at the pump?

"It seems to me you're just asking for stealing when you give the gas first and then hope people will come in and pay for it," e-mailed Mary Haas. "Move to the 21st century Minnesota! Make people pay up front!"

"Why don't all gas stations go to a pre-pay or pay at the pump to avoid their drive-off losses?" asked Dennis Geertsma.
