Former Franklin alderman fined over sunken barge

Basil Ryan, a former Franklin alderman, was ordered Tuesday to pay $37,691 in fines for failing to remove a barge that sank in the Menomonee River in Milwaukee , according to a statement issued by state Attorney General J.B. Van Hollen.
