Bullitt Fiscal Court has replaced two board members of the struggling Bullitt County Sanitation District because they don't live in the district.

Several Shepherdsville City Council members said they are concerned that Mayor Scott Ellis gave four employees raises - even when the city was facing a $4 million shortfall - and didn't tell the council.

As Bullitt County's population rose over the last decade so has its poverty. The U.S. Census Bureau's latest American Community Survey released Tuesday shows that Bullitt's average population for 2005 through 2009 was 73,528, an increase of almost 12,300 people since the 2000 Census.
