Tropical Depression DOLLY Public Advisory Number 22

AT 400 PM CDT...2100Z...ACCORDING TO SURFACE OBSERVATIONS ACROSS TEXAS AND NORTHEAST MEXICO....DOLLY NO LONGER HAS A CLOSED WIND CIRCULATION AND THEREFORE IS NO LONGER CONSIDERED A TROPICAL DEPRESSION.
