This is a bit extreme, but it's really easy to understand. If a person is willing to keep driving without a license, he can do it with impunity. Enforcement is slack. Many times an officer will stop someone with a bad record and let them go with a warning. They may not want to detain them for lack of facilities or just plain laziness. Judges refuse to give 3rd DUIs and instead will adjudicate to a bunch of 2nd DUIs. Judges say they don't put people in jail for money offenses so fines are not paid. I know a women who wrote a bad check for a fine at the Westland court and walked out free.
Tough talk is only for the law abiding citizen. |
