For the second year in a row, the Groton-Dunstable Regional School District has submitting a fiscal 2013 budget that includes no new spending over last year.

"People don't have conversations about mental-health care; it's just not a subject that comes up at your kid's soccer game," said Steve Boczenowski of Groton, who lost his 21-year-old son, Jeffrey, to a drug overdose-suicide in December of 2009.
