Police Chief Kevin Richardson said Tuesday he has opened a preliminary inquiry into whether the town's off-duty deputy chief had been drinking when he showed up to a 911 call for a man with a shotgun, wound up almost getting shot by his own officers and then tried to cover up his involvement in the late night September incident.
